Le gouvernement ukrainien a fait appel aux sociétés françaises Egis, Dassault Systèmes et B4 Design & Engineering pour réaliser une analyse des coûts et un exercice de schéma directeur pour la reconstruction des zones urbaines endommagées par l'invasion russe.

Le projet en deux phases se concentrera sur l'oblast de Tchernihiv et la ville de Tchernihiv. Il est soutenu par le gouvernement français avec une subvention du Trésor français.

Le projet combinera la plate-forme logicielle 3DExperience de Dassault Systèmes et l'expertise en ingénierie de la construction d'Egis et de B4 pour réaliser une évaluation des dommages et une analyse des coûts de reconstruction dans l'oblast de Tchernihiv, suivie d'un plan directeur stratégique pour la reconstruction de la ville de Tchernihiv.

La première phase consistera à évaluer les dégâts, à décider des éléments de l'infrastructure urbaine à traiter en premier, puis à estimer les coûts de reconstruction.

L'analyse des données satellitaires sera utilisée pour détecter et mettre en évidence les zones impactées et ces informations seront recoupées par des inspections sur le terrain pour valider les calculs et la stratégie de priorisation.

La deuxième phase consistera à construire un jumeau virtuel de la ville de Chernihiv sur la plateforme 3DExperience. Cela permettra à l'équipe d'optimiser le programme de reconstruction, y compris la conception de nouveaux bâtiments et l'organisation des transports urbains, des infrastructures et d'autres services.

Le jumeau numérique sera également utilisé par diverses parties prenantes pour tester d'autres scénarios tels que les risques d'inondation, l'accessibilité, les transports, l'utilisation des terres, le positionnement des actifs urbains clés et les réseaux existants d'eau, de chaleur, d'égouts et d'autres infrastructures. Les informations issues des documents existants et des services municipaux permettront également de prendre en compte les enjeux de développement économique et social, les besoins et attentes des habitants de la ville et les politiques des élus.

French team plans Ukraine reconstruction

The Ukrainian government has employed French companies Egis, Dassault Systèmes and B4 Design & Engineering to carry out cost analysis and a master-planning exercise for the reconstruction of urban areas damaged by the Russian invasion.

The two-phased project will focus on the Chernihiv Oblast and city of Chernihiv. It is being supported by the French government with a grant from the French treasury.

The project will combine Dassault Systèmes’ 3DExperience software platform and Egis’ and B4’s construction engineering expertise to carry out damage assessment and reconstruction cost analysis in the Chernihiv Oblast, followed by a strategic master plan for reconstruction of the city of Chernihiv.

The first phase will involve assessing the damage, deciding which elements of the urban infrastructure to tackle first and then estimating the reconstruction costs.

Satellite data analysis will be used to detect and highlight impacted areas and this information will be cross-checked by inspections in the field to validate the calculations and the prioritization strategy.

The second phase will involve building a virtual twin of the city of Chernihiv on the 3DExperience platform. This will enable the team to optimize the reconstruction program including the design of new buildings and the organization of city transportation, infrastructure and other services.

The digital twin will also be used by various stakeholders to test other scenarios such as flooding risks, accessibility, transport, land use, the positioning of key urban assets, and existing water, heat, sewage and other infrastructure networks. Information from existing documents and city departments will also be used to take account of economic and social development challenges, the needs and expectations of the city’s inhabitants and the policies of elected officials.

Het Franse team plant de wederopbouw van Oekraïne

De Oekraïense regering heeft de Franse bedrijven Egis, Dassault Systèmes en B4 Design & Engineering ingehuurd om kostenanalyses en een masterplanning uit te voeren voor de wederopbouw van door de Russische invasie beschadigde stedelijke gebieden.

Het project in twee fasen zal zich richten op de oblast Tsjernihiv en de stad Tsjernihiv. Het wordt ondersteund door de Franse regering met een subsidie uit de Franse schatkist.

Het project combineert het 3DExperience-softwareplatform van Dassault Systèmes en de bouwtechnische expertise van Egis en B4 voor het uitvoeren van schadebeoordeling en analyse van de wederopbouwkosten in de Tsjernihiv-oblast, gevolgd door een strategisch masterplan voor de wederopbouw van de stad Tsjernihiv.

In de eerste fase wordt de schade beoordeeld, wordt besloten welke elementen van de stedelijke infrastructuur als eerste moeten worden aangepakt en vervolgens wordt een schatting gemaakt van de wederopbouwkosten.
