Le gouvernement de la République du Liberia et le groupe ArcelorMittal ont signé un amendement au Mineral Development Agreement (MDA), récemment ratifié par le Parlement libérien, prolongeant l’accord minier jusqu’en 2050, avec une option de renouvellement de 25 ans supplémentaires.

Ce nouvel accord consolide l’engagement à long terme d’ArcelorMittal au Liberia et soutient l’ambition du gouvernement d’ouvrir le corridor ferroviaire Tokadeh–Buchanan à un usage multi-utilisateurs. Il intervient dans un contexte marqué par l’inauguration, en juin 2025, du concentrateur de minerai de fer de Tokadeh, dans le comté de Nimba, l’une des installations de beneficiation les plus modernes d’Afrique, d’une capacité de 20 millions de tonnes par an.

Ce concentrateur constitue la pièce maîtresse d’un projet d’expansion de 1,8 milliard de dollars, portant l’investissement total d’ArcelorMittal au Liberia à 3,5 milliards de dollars, soit le plus important investissement direct étranger de l’ère post-conflit. Le projet inclut également la modernisation du chemin de fer Tokadeh–Buchanan, l’extension du port de Buchanan, la construction de deux centrales électriques et d’autres infrastructures clés.

Avec ce projet, les exportations de minerai de fer passeront d’environ 5 millions de tonnes par an à 20 millions de tonnes dès 2026, avec une amélioration significative de la qualité du produit. ArcelorMittal étudie par ailleurs une extension progressive de la capacité à 30 millions de tonnes par an, incluant la production de concentrés de qualité DRI.

L’accord prévoit un cadre de gestion multi-utilisateurs du réseau ferroviaire, tout en réservant à ArcelorMittal la capacité supplémentaire qu’elle finance. En contrepartie, le groupe versera 200 millions de dollars au gouvernement libérien pour l’extension de ses droits miniers et l’accès réservé aux capacités ferroviaires.

Le président Joseph Boakai a salué un accord « structurant pour l’économie nationale », soulignant ses retombées en matière d’emplois, de développement communautaire et de croissance économique. De son côté, le président exécutif d’ArcelorMittal, Lakshmi Mittal, a qualifié l’accord de « moment décisif », réaffirmant l’engagement du groupe envers le développement durable du Liberia.

Présent dans le pays depuis vingt ans, ArcelorMittal emploie directement et indirectement environ 8 000 personnes et figure parmi les principaux contributeurs fiscaux. L’amendement au MDA devrait générer, sur les 25 prochaines années, une hausse substantielle des recettes publiques, stimuler le PIB et favoriser le développement des PME locales, grâce au quadruplement de la production et des exportations à partir de 2026.

Liberia and ArcelorMittal Extend Mining Partnership Until 2050

The Government of the Republic of Liberia and the ArcelorMittal Group have signed an amendment to the Mineral Development Agreement (MDA), recently ratified by the Liberian Parliament, extending the mining agreement until 2050, with an option to renew for an additional 25 years.

This new agreement reinforces ArcelorMittal’s long-term commitment to Liberia and supports the government’s ambition to open the Tokadeh–Buchanan railway corridor to multi-user traffic. It comes in the context of the planned inauguration, in June 2025, of the Tokadeh iron ore concentrator in Nimba County, one of Africa’s most modern beneficiary facilities, with a capacity of 20 million tons per year.

This concentrator is the centerpiece of a $1.8 billion expansion project, bringing ArcelorMittal’s total investment in Liberia to $3.5 billion – the largest foreign direct investment in the post-conflict era. The project also includes the modernization of the Tokadeh–Buchanan railway, the expansion of the port of Buchanan, the construction of two power plants, and other key infrastructure.

With this project, iron ore exports will increase from approximately 5 million tons per year to 20 million tons by 2026, with a significant improvement in product quality. ArcelorMittal is also exploring a phased expansion of capacity to 30 million tons per year, including the production of DRI-grade concentrates.

The agreement provides for a multi-user management framework for the railway network, while reserving the additional capacity, which it is financing, for ArcelorMittal. In return, the group will pay $200 million to the Liberian government for the extension of its mining rights and reserved access to railway infrastructure.

President Joseph Boakai hailed the agreement as "structuring for the national economy," highlighting its impact on employment, community development, and economic growth. For his part, ArcelorMittal's CEO, Lakshmi Mittal, described the agreement as a "decisive moment," reaffirming the group's commitment to Liberia's sustainable development.

Present in the country for twenty years, ArcelorMittal directly and indirectly employs approximately 8,000 people and is among the country's largest taxpayers. The amendment to the MDA is expected to generate a substantial increase in government revenue over the next 25 years, boost GDP, and foster the development of local SMEs, thanks to a quadrupling of production and exports starting in 2026.

De regering van de Republiek Liberia en de ArcelorMittal Groep hebben een amendement op de Mineral Development Agreement (MDA) ondertekend, die onlangs door het Liberiaanse parlement is geratificeerd. Hiermee wordt de mijnbouwovereenkomst verlengd tot 2050, met een optie tot verlenging voor nog eens 25 jaar.

Deze nieuwe overeenkomst versterkt ArcelorMittals langetermijnverbintenis met Liberia en ondersteunt de ambitie van de regering om de spoorlijn Tokadeh-Buchanan open te stellen voor multifunctioneel verkeer. De overeenkomst komt in het kader van de geplande ingebruikname, in juni 2025, van de ijzerertsconcentrator in Tokadeh, Nimba County, een van de modernste verwerkingsinstallaties van Afrika, met een capaciteit van 20 miljoen ton per jaar.

Deze concentrator vormt het middelpunt van een uitbreidingsproject van 1,8 miljard dollar, waarmee de totale investering van ArcelorMittal in Liberia uitkomt op 3,5 miljard dollar – de grootste buitenlandse directe investering in het postconflicttijdperk. In ruil daarvoor betaalt de groep 200 miljoen dollar aan de Liberiaanse overheid voor de verlenging van haar mijnbouwrechten en de gereserveerde toegang tot de spoorweginfrastructuur.

President Joseph Boakai prees de overeenkomst als "structurerend voor de nationale economie" en benadrukte de impact ervan op werkgelegenheid, gemeenschapsontwikkeling en economische groei. De CEO van ArcelorMittal, Lakshmi Mittal, omschreef de overeenkomst op zijn beurt als een "beslissend moment" en bevestigde de inzet van de groep voor de duurzame ontwikkeling van Liberia.

ArcelorMittal is al twintig jaar actief in het land, biedt direct en indirect werk aan ongeveer 8.000 mensen en behoort tot de grootste belastingbetalers van het land. De wijziging van de MDA zal naar verwachting de overheidsinkomsten de komende 25 jaar aanzienlijk verhogen, het bbp stimuleren en de ontwikkeling van lokale mkb's bevorderen, dankzij een verviervoudiging van de productie en export vanaf 2026.
