Le 17 septembre, le Secrétaire général de CECE, Riccardo Viaggi, accompagné de la responsable Santé & Sécurité, Martina Griffo, a rencontré l’Unité Surveillance du marché de la DG GROW de la Commission européenne. Cette réunion, à laquelle participait également Felicia Stoica, nouvelle cheffe d’unité, et son équipe, a marqué une étape clé : la finalisation et la présentation des nouvelles brochures de surveillance du marché élaborées par CECE.

Fruit du travail d’experts, ces documents pratiques offrent un cadre clair pour vérifier la conformité des machines de construction avec la législation européenne. Conçues sous forme de check-lists, elles s’adressent aussi bien aux utilisateurs qu’aux clients, autorités douanières et organismes de surveillance. Elles détaillent les exigences réglementaires, mettent en avant les points d’inspection essentiels et signalent les indices pouvant révéler une non-conformité.

Au cours des échanges, CECE a réaffirmé son engagement à garantir que seules des machines conformes circulent sur le marché intérieur. L’organisation a mis en garde contre les dangers liés aux machines non conformes, qui créent non seulement une concurrence déloyale mais aussi des risques sérieux pour la sécurité et la santé des utilisateurs. Parmi les solutions proposées figurent la diffusion large des brochures ainsi que l’organisation de séminaires ciblés pour renforcer la sensibilisation et l’efficacité de la surveillance.

La Commission européenne a salué cette initiative et encouragé CECE à participer activement aux prochaines évaluations et consultations réglementaires, notamment l’examen du Règlement 1025/2012 sur la normalisation ainsi que la révision du Nouveau Cadre Législatif et du Règlement sur la surveillance du marché. Une proposition législative est attendue pour le troisième trimestre 2026, avec une consultation publique prévue dès la mi-octobre de cette année.

Avec cette démarche, CECE confirme sa volonté de bâtir un marché intérieur compétitif, équitable et sûr, en multipliant les partenariats et en travaillant de concert avec toutes les parties prenantes.

On September 17, CECE Secretary General Riccardo Viaggi, accompanied by Health & Safety Manager Martina Griffo, met with the Market Surveillance Unit of the European Commission's DG GROW. This meeting, which also included Felicia Stoica, the new Head of Unit, and her team, marked a key milestone: the finalization and presentation of the new market surveillance brochures developed by CECE.

The result of expert work, these practical documents provide a clear framework for verifying the compliance of construction machinery with European legislation. Designed as checklists, they are aimed at users, customers, customs authorities, and surveillance bodies. They detail regulatory requirements, highlight key inspection points, and flag signs that may indicate non-compliance.

During the discussions, CECE reaffirmed its commitment to ensuring that only compliant machinery circulates on the internal market. The organization warned of the dangers associated with non-compliant machinery, which not only create unfair competition but also pose serious risks to the safety and health of users. Proposed solutions include the widespread distribution of brochures and the organization of targeted seminars to increase awareness and enhance the effectiveness of surveillance.

The European Commission welcomed this initiative and encouraged CECE to actively participate in upcoming regulatory assessments and consultations, including the review of Regulation 1025/2012 on standardization and the revision of the New Legislative Framework and the Market Surveillance Regulation. A legislative proposal is expected in the third quarter of 2026, with a public consultation scheduled for mid-October of this year.

CECE presenteert nieuwe brochures over markttoezicht aan de Europese Commissie

Op 17 september ontmoette CECE-secretaris-generaal Riccardo Viaggi, vergezeld door Martina Griffo, manager Gezondheid en Veiligheid, de eenheid Markttoezicht van DG GROW van de Europese Commissie. Deze bijeenkomst, waaraan ook Felicia Stoica, het nieuwe afdelingshoofd, en haar team deelnamen, markeerde een belangrijke mijlpaal: de voltooiing en presentatie van de nieuwe brochures over markttoezicht die CECE had ontwikkeld.

Deze praktische documenten, het resultaat van deskundig werk, bieden een duidelijk kader voor het controleren van de naleving van bouwmachines met de Europese wetgeving. Ze zijn ontworpen als checklists en zijn bedoeld voor gebruikers, klanten, douaneautoriteiten en toezichthoudende instanties. Ze beschrijven de wettelijke vereisten, benadrukken belangrijke inspectiepunten en markeren signalen die kunnen wijzen op niet-naleving.

Tijdens de besprekingen bevestigde CECE haar inzet om ervoor te zorgen dat alleen conforme machines op de interne markt circuleren. De organisatie waarschuwde voor de gevaren die gepaard gaan met niet-conforme machines, die niet alleen oneerlijke concurrentie creëren, maar ook ernstige risico's vormen voor de veiligheid en gezondheid van gebruikers. De voorgestelde oplossingen omvatten de brede verspreiding van brochures en de organisatie van gerichte seminars om het bewustzijn te vergroten en de effectiviteit van het toezicht te verbeteren.

De Europese Commissie verwelkomde dit initiatief en moedigde CECE aan om actief deel te nemen aan de komende regelgevingsbeoordelingen en raadplegingen, waaronder de herziening van Verordening 1025/2012 betreffende normalisatie en de herziening van het nieuwe wetgevingskader en de markttoezichtverordening. Een wetsvoorstel wordt verwacht in het derde kwartaal van 2026, met een openbare raadpleging gepland voor medio oktober van dit jaar.
