Le 27 janvier, le Parlement européen a franchi une étape décisive dans l’avancée du paquet de simplification Omnibus IV. À une large majorité, la commission IMCO a adopté sa position sur deux propositions clés de la Commission européenne, consacrées à la digitalisation et au recours aux Common Specifications. Après l’adoption de la position du Conseil en septembre 2025, la voie est désormais ouverte aux négociations interinstitutionnelles, attendues au printemps 2026 sous la présidence chypriote.

Le message du Parlement est clair : l’Union européenne veut accélérer la transition vers des informations produits entièrement numériques. Pour le règlement Machines, cela se traduirait par des Déclarations de Conformité exclusivement électroniques, accessibles gratuitement via un lien web ou un QR code, sans inscription ni données personnelles. Les instructions papier resteraient possibles sur demande, mais dans des délais strictement encadrés. Une évolution que le législateur juge moderne et efficace, mais qui suscite des interrogations concrètes sur le terrain industriel.

CECE reconnaît l’intérêt de la digitalisation, mais alerte sur ses effets collatéraux. La multiplication potentielle des QR codes sur une même machine, les délais raccourcis pour répondre aux autorités et l’obligation de revoir des systèmes récemment adaptés au règlement Machines risquent d’alourdir, plutôt que de simplifier, les charges administratives et techniques des fabricants. Surtout, ces ajustements tardifs pourraient fragiliser la prévisibilité réglementaire, pourtant essentielle aux investissements industriels.

Dans le même temps, le Parlement a posé des garde-fous bienvenus sur l’usage des Common Specifications. Confirmées comme un outil de dernier recours, elles ne pourront être utilisées qu’à titre exceptionnel, dans des situations clairement définies, avec l’implication d’experts et, dans certains cas, l’autorisation du Conseil. Une approche équilibrée, saluée par CECE et ses partenaires industriels, qui protège le rôle central de la normalisation européenne.

Sauf surprise en séance plénière, les négociations entre le Parlement, le Conseil et la Commission devraient démarrer prochainement. CECE restera pleinement mobilisée pour suivre ces discussions et défendre un cadre réglementaire à la fois moderne, proportionné et prévisible pour les fabricants de machines.

On January 27, the European Parliament took a decisive step forward with the Omnibus IV simplification package. By a large majority, the IMCO Committee adopted its position on two key proposals from the European Commission, focusing on digitalization and the use of Common Specifications. Following the adoption of the Council's position in September 2025, the way is now open for interinstitutional negotiations, expected in spring 2026 under the Cypriot Presidency.

The Parliament's message is clear: the European Union wants to accelerate the transition to fully digital product information. For the Machinery Regulation, this would mean exclusively electronic Declarations of Conformity, accessible free of charge via a web link or QR code, without registration or personal data. Paper instructions would remain possible upon request, but within strictly defined timeframes. This development, which the legislator considers modern and efficient, raises concrete questions on the industrial front.

CECE acknowledges the benefits of digitalization but warns of its potential side effects. The potential proliferation of QR codes on a single machine, the shortened response times to authorities, and the obligation to revise systems recently adapted to the Machinery Regulation risk increasing, rather than simplifying, the administrative and technical burdens on manufacturers. Above all, these belated adjustments could undermine regulatory predictability, which is essential for industrial investment.

At the same time, Parliament has established welcome safeguards on the use of Common Specifications. Confirmed as a tool of last resort, they can only be used in exceptional circumstances, in clearly defined situations, with the involvement of experts and, in some cases, with the authorization of the Council. This balanced approach, welcomed by CECE and its industrial partners, protects the central role of European standardization.

Barring any surprises in plenary session, negotiations between Parliament, the Council, and the Commission should begin soon. CECE will remain fully engaged in monitoring these discussions and advocating for a modern, proportionate, and predictable regulatory framework for machine manufacturers.

Omnibus IV: Europa versnelt digitalisering, industrie roept op tot voorzichtigheid

Op 27 januari heeft het Europees Parlement een belangrijke stap voorwaarts gezet met het vereenvoudigingspakket Omnibus IV. De IMCO-commissie heeft met een grote meerderheid haar standpunt ingenomen over twee belangrijke voorstellen van de Europese Commissie, gericht op digitalisering en het gebruik van gemeenschappelijke specificaties. Na de vaststelling van het standpunt van de Raad in september 2025 is de weg vrij voor interinstitutionele onderhandelingen, die naar verwachting in het voorjaar van 2026 onder Cypriotisch voorzitterschap zullen plaatsvinden.

De boodschap van het Parlement is duidelijk: de Europese Unie wil de overgang naar volledig digitale productinformatie versnellen. Voor de Machineverordening zou dit betekenen dat uitsluitend elektronische conformiteitsverklaringen worden gebruikt, die gratis toegankelijk zijn via een weblink of QR-code, zonder registratie of persoonsgegevens. Papieren instructies blijven op verzoek mogelijk, maar binnen strikt vastgestelde termijnen. Deze ontwikkeling, die de wetgever modern en efficiënt acht, roept concrete vragen op voor de industrie.

Het CECE erkent de voordelen van digitalisering, maar waarschuwt voor mogelijke neveneffecten. De mogelijke wildgroei aan QR-codes op één enkele machine, de verkorte reactietijden van de autoriteiten en de verplichting om systemen te herzien die recentelijk zijn aangepast aan de Machineverordening, dreigen de administratieve en technische lasten voor fabrikanten te vergroten in plaats van te vereenvoudigen. Bovenal zouden deze late aanpassingen de voorspelbaarheid van de regelgeving kunnen ondermijnen, wat essentieel is voor investeringen in de industrie.

Tegelijkertijd heeft het Parlement welkome waarborgen ingesteld voor het gebruik van gemeenschappelijke specificaties. Deze specificaties zijn bevestigd als een instrument van laatste redmiddel en kunnen alleen in uitzonderlijke omstandigheden worden gebruikt, in duidelijk omschreven situaties, met de betrokkenheid van deskundigen en, in sommige gevallen, met toestemming van de Raad. Deze evenwichtige aanpak, die door CECE en haar industriële partners wordt verwelkomd, beschermt de centrale rol van Europese standaardisatie.

Als er geen verrassingen zijn tijdens de plenaire zitting, zullen de onderhandelingen tussen het Parlement, de Raad en de Commissie spoedig van start gaan. CECE zal deze besprekingen volledig blijven volgen en zich blijven inzetten voor een modern, evenredig en voorspelbaar regelgevingskader voor machinefabrikanten.
